Funding Eligibility
Policy
Contingent upon the availability of funds and the Consumer’s financial situation (He/She must meet the Federal Poverty Income Guidelines using the 125% income threshold) this Commission can, with the appropriate PCPC/ASAM recommendation, provide funding for outpatient & if appropriate residential treatment. Please be advised that funding is limited to the amount budgeted and is in no way guaranteed to be available for the entire length of a given fiscal year.
Outpatient
There are currently no limits on the number of outpatient treatment episodes that can be accessed.
Residential
Residential treatment episodes are limited to one (1) residential treatment episodes during a twelve month period. Under the current SCA benefit package access to residential treatment shall not exceed 4 treatment episodes in a 5-year period.
Priority Treatment Populations
The Commission's Case Managers and treatment provider network are required through its contract with the PA Department of Health to supply priority treatment for: Pregnant Injection Drug Users, Pregnant Substance Abusers, Injection Drug Users and recently overdosed. Pregnant Women and Women who have recently given birth are entitled to Preferential Services through the Commission. Individuals in these populations can expect to be given top priority when seeking D&A treatment services.
Residency Requirement
For the purpose of funding eligibility “Resident” shall be defined as anyone who is living within the geographic boundaries of this SCA for at least thirty-days. A rent receipt, utility bill or other expense invoice with an address can be used to establish residency. Deviation from this definition may be considered on a case-by-case basis at the discretion of the Case Management Supervisor.
